Add InspectorIndexedDBAgent and IndexedDBModel, pass database names to inspector.

This patch contains
 - new InspectorIndexedDBAgent backend boilerplate
 - new IndexedDBModel front-end boilerplate
 - proposed implementation of getDatabaseNames for all frames.
