We're not required to modify initWebkitWheelEvent.  One can certainly keep it if desired.

It looks like http://www.w3.org/TR/DOM-Level-3-Events/#webidl-events-WheelEvent is last call.  So it seems to make sense to add the spec's version of initWheelEvent at this time, as this bug proposes.
