test case

Steps to reproduce:

1. Open the test case in Epiphany
2. Enable caret navigation
3. Start from the top of the document and arrow down

Expected results: You could arrow down into the floated div

Actual results: Down arrow skips over the floated div

Impact: One way users who are blind read document content is by arrowing through it. As they do so, their screen reader presents each new location in synthesized speech and/or refreshable braille. Content that cannot be arrowed to fails to be presented and thus becomes inaccessible.
