http/tests/multipart/multipart-wait-before-boundary.html is timing out intermittently on both release and debug GTK builds, despite being marked as a SLOW test. It also fails from time to time. Flakiness dashboard approves:

I'd mark this test as a flaky failure or timeout, but the latter can't be used with the SLOW expectation. Removing the SLOW expectation only causes the test to time out for each run as it doesn't seem to run under 20 seconds whatever the test result.

Can we speed up this test? It doesn't seem to take any significant time on Chromium bots (as visible from the dashboard).
What can we do to address the flakiness?
