We know it is better to use ref HTML rather than ref image. Although, we have had number of test failure on ref HTML testing on fast/forms/time-multiple-fields/time-multiple-fields-appearance-{basic,pseudo-element}.html.

So, I would like to change them to use ref image rather than ref HTML for ease of maintenance.
