I switched from chrome to the nightly builds a few months ago and have noticed it since the switch. I'll try a pure version 5.1.x and get back to you.

To recreate the bug using gchat try this:
1.) Log in to gmail
2.) Open one or more new windows and make sure the gmail is not the active window
3.) Have someone send you a chat message

When this happens gmail will "flash"(alternate the tex) of  the window title with a message received from whomever message. Then when you mouse over the available windows from the window menu you'll see that it changes the title of any window to the message received from message. 

Occasionally, you will not be able to select the gmail window at all. When you click it you stay on the current window. I haven't been able to reliably reproduce this though. I've tried many combinations like having the gmail window minimized as opposed to open but not active, etc but I can't seem to reproduce this rare event.

Another way to possibly test this is to write an html page with javascript that waits a few seconds after it loads(enough time for you to make a different window active), then changes the window title every second or two. I'll also give this a try when I have some time and report back to you.
