Web Inspector: BreakpointManager should operate on SourceMappings.

Currently, the code that restores breakpoints in newly added UISourceCode is scattered between BreakpointManager and DebuggerPresentationModel. It could be moved to BreakpointManager if model will notify BreakpointManager about SourceMapping updates.
