The order is controlled by the QueueStatusServer:

http://trac.webkit.org/browser/trunk/Tools/QueueStatusServer/handlers/nextpatch.py

is the handler that vends patches.  We might need to upload more information about the patch to the server in order for the server to pick the right order.
