In latest Chromium build, it will often become the case I need to restart the dev tools in order for the style editor to update according to the element selected in the DOM tree.  At some point (I believe it happens when the page is refreshed), it sticks to some element and cannot be switched to another element (nor do style changes to the element to which it is stuck actually apply).  This does not occur in Chrome/Safari stable.  I'm not sure how to provide a test case, but I'm sure you've noticed it if you use dev tools throughout the day.  I do have a snapshot:
