In https://bugs.webkit.org/show_bug.cgi?id=58211 the style bot gives erroneous warnings in the last three changes.

It says:
Tools/Scripts/webkitpy/common/config/urls.py:41:  too many blank lines (3)  [pep8/E303] [5]

Despite the fact that at urls.py:41 there are no newlines preceding of succeeding that line.
