I just attached a (somewhat) reduced test case provided by a user from the original forum thread that appears to be an issue that is at least somewhat related.  Be sure to view the page in a short window to see the problem manifest.

I can't be sure that it's the same issue reported above, but it appears for me when there is a footer element on the page which is absolutely positioned, and there is a left floated element on the page, and between the two, there are <br> line breaks.

The amount of <br> breaks appears to control how much extra padding is added to the bottom of the page.

Note that if you change either, the "float:left", remove the <br>s, or change the footer from being absolutely positioned, then the issue goes away.

Alternatively, using <div style="clear:both"></div> just before the footer may help.
