Sample code and gif to demonstrate the issue

Steps to reproduce this issue with attached code.
1. Open the attached index.html
3. Tap smiley box to focus that element
4. Tap "Press me" box

Observed behavior:
A part of the border of icon box gets cut-off for a while.

Expected behavior:
Border should be solid as long it is visible.


Please have a look at attached gif for better understanding of the issue.


Note: Make sure that you really tap the "Press me" box. Otherwise this issue
cannot be reproduce.
