<select> doesn't display RTL text correctly on Windows. For example, open fast/text/international/pop-up-button-text-alignment-and-direction.html in the browser. You'll see that the text in the <select>s often does not match the expected rendering shown beneath. See the attached screenshot for the current rendering of this page in ToT.

This causes a number of regression tests to have incorrect results.
