Web Inspector: start dispatching debugger events only after all breakpoints are restored.

By the moment DebuggerModel dispatches the first parsed-script-source event all breakpoints should already be restored.
That way the model would be modified only by setBreakpoint and removeBreakpoint interface methods and
we may start using callbacks instead of events.
