http://bugs.icu-project.org/trac/ticket/8388 is a new ICU bug about an extraneous '_' showing up when minimizing locale ids like 'de-DE-u-co-phonebk' or 'de_DE at collation=phonebook'.

is a new spreadsheet to show the problem. 

In the meantime, we can work around this bug (layout test failure of i18n-binding test) by changing the V8 implementation slightly.
