The missing plug-in sheet changed between Safari 5.0 and Safari 5.0.1, and as a result  'pluginspage' attribute is no longer displayed in the missing plug-in sheet. Since this is an issue specific to Safari, I'd recommend filing a bug at <http://bugreport.apple.com>.
