I suspect we should just skip these tests, as document.cookie doesn't make any sense for file: urls.  We're bleeding the cookie from some other test, I suspect.

I tried deleting ~/Library/Application Support/DumpRenderTree (in effort to clear DRT's cookies), but that didn't help.
