Fix the image rendering sizing so that broken image icon and alt text will displayed


I redid the original patch with add the tests that changed behavior because
of this change to the Skipped lists on other platforms than Qt Linux.
My understanding is that this is a valid to do until those tests
can be updated on the respective platforms.

I gave it my best guess as to which Skipped lists needed to
changed and how to skip tests in chromium/text_expectations.txt.
I welcome any advice on how to do this better.

Again, this is a big patch, but it is mostly new and updated
test results.
