In fixing bug 60741, I found that Safari (but not Chromium) clips absolute positioned divs.  The layer tree looks correct, but the rendering is wrong.

If an rtl page has overflow and the div is absolutely positioned negatively, then the div will be clipped.  It looks like it is clipped to the initial frame view space.

See the attached example.  Compare with and without compositing.
