Dunno.

If it does get checked in to the common directory then any port that enabled SMOOTH_SCROLLING will be affected by it. What if we leave it in platform/graphics/chromium for now and move it back when it's ready to be used by others as well?

Maybe it would be better to have a USE(SCROLL_ANIMATOR) define instead?  I'm skeptical the code will actually get moved when it's done.
