Regression: You have to click twice on the scrollbar to drag&scroll, when the window is in the background.

This worked perfect in Safari 5.0.x, but it is broken in Safari 5.1.

Steps to reproduce:

1. Resize the window, so that you can see the scrollbars.

2. Click on the Desktop, so that the Safari-Window is in the background.

3. Now mouseover a scrollbar and click & hold on it.

4. Try to drag the scrollbar

--> Actual result: The scrollbar is not draggable with only one click --> You have to click twice.

--> Expected result: The scrollbar should be draggable with only one click when the window is in the background. (Mac-Standard-Behavior!)
