Confirmed in Chrome 14.0.814.0 dev
Highlighting for selected elements within the element inspector does not adjust positions when the page is scrolled. This happens on all pages that scroll. Just go to https://bugs.webkit.org/buglist.cgi?quicksearch=web+inspector+scroll, open the inspector, scroll down, mouse over <div id="footer" and depending on your window size, you'll see a highlight way too high, or none at all.
