These tests have been slow/flaky for as far back as our test history goes:

WIN DEBUG : http/tests/media/text-served-as-text.html = PASS TEXT TIMEOUT
WIN : http/tests/navigation/ping-cross-origin.html = PASS TEXT TIMEOUT
MAC SLOW : http/tests/navigation/ping-cross-origin.html = PASS
