In the linked page, display:run-in is used on a definition list, which has a CSS generated content counter prefix a number before every <dt>. When the page is reloaded, the numbers do not appear until they elements are repainted by either triggering one by clicking on one of the pseudo-footnotes on the page or resizing the browser window.
