Here is an example from a major website:

1) Navigate to <http://www.ibm.com/ibm100/us/en/?lnk=ibmhpls1/Corp/events/centennial_launch>
2) Click “A message from Sam Palmisano”
3) Scroll the page

Result: Jiggling

Can we revert r75555 until we come up with a solution that doesn’t break existing content?
