What steps will reproduce the problem?
1. Visit test case URL

What is the expected result?
“Html Css” fades in

What happens instead?
No fade; appears only once opacity reaches 1

possible.
The circumstances under which this bug occurs are very specific. There are at least 4 changes that could be made to the test case, any one of which cause it to start working properly. These are documented in the test case.
