WebKit on Windows (Vista / 7-x64) still ignores -webkit-filter properties. 

Tested on:
http://trac.webkit.org/export/100565/trunk/LayoutTests/css3/filters/effect-blur.html
http://trac.webkit.org/export/100565/trunk/LayoutTests/css3/filters/effect-sepia.html

Web Inspector also tells me it does not recognize a CSS property named -webkit-filter.
On the other hand, the very same filters in an SVG work as expected, which i tested here:
http://www.w3.org/Graphics/SVG/Test/20061213/htmlObjectHarness/full-filters-gauss-01-b.html

And WebKit on OSX also *does* render -webkit-filter.
