It's a MAY, not a MUST, so I don't care. 

Please respect Bugzilla etiquette, and don't re-open bugs unless you have a good reason to. I have already told you that a good reason would be presenting real life Web pages that misrender or misbehave when UTF-8 sniffing is not performed.
