As discussed in IRC, we are migrating our IDL files away from the interface-level "LegacyDefaultOptionalArguments" flag and onto argument-level [Optional] or [Optional=CallWithDefaultValue] flags. This patch migrates WebKitAnimationList.idl. This patch makes the index argument of the item() method required, i.e. WebKit will now throw a TypeError if this argument is missing.
