I have confirmed this issue in Lion's Safari. (Snow leopard's Safari also has the same issue)

1) Open the attached file.
2) click the link (this will create another window, and NotFound page is displayed.)
3) back to the (1) page
4) then Cmd+click the link again

In (4), the newly created page should open in a background tab. Yes, it is opened in background, however the page created in (2) gets a focus...
