There are basically 4 parts:
 - enable WTF_USE_WK_SCROLLBAR_PAINTER
 - update ScrollbarThemeChromiumMac.mm
 - fork ScrollAnimatorMac.mm
 - add the ScrollbarOverlayUtilities

Should I split it that way? Does each part get its own bug?
