If you 
- set the above URL as the opening page, 
- size the window so that a vertical scrollbar appears,
- exit and restart
the scrollbar will not be drawn when the browser restarts. This only affects the Linux build of Chromium (not Mac or Windows). I have narrowed it down to the commit in the summary. Repros on my desktop and laptop.
