If you have tests that fail only in DEBUG mode, RCWT will report that "no tests need rebaselining", which is confusing. It should probably say something like "this test only fails in DEBUG mode, and we don't store DEBUG-only baselines".

Alternatively, if we really got an efficient system in base for rebaselining, we could consider storing separate debug-only baselines.
