On 03/14/2011, I proposed for consideration to www-style that we change in the CSSOM View spec offset{Left, Top, Width, Height} for <col> and <colgroup> so that we return non-zero values: <http://lists.w3.org/Archives/Public/www-style/2011Mar/0322.html>.
