We could implement it as follows:

- Status bar button on Elements panel toggles "contentEditable" mode of the entire page
- Context menu that would allow toggling it on per-element basis, based on the element's state

We could also do both. Thoughts? Worth it? Sounds like minimal effort with nice outcome.
