I don't think this bug is valid, I just confirmed that Firefox returns true as well.  It's only MSIE that has this behavior.  While it's nice to have an ability to determine whether selection has link or not, I don't think the majority of browsers do this.  However, this indeed is a bug according to the latest HTML5 per section 8.11 (http://www.whatwg.org/specs/web-apps/current-work/multipage/dnd.html#editing-apis).
