This seems to be the same as bug 39824.

The test works correctly for me on Mac with Mac OS X 10.6.5 and WebKit nightly. I don't have Windows 7 to test now - could you please confirm that you are using the latest Safari 5 and a nightly build from <http://nightly.webkit.org>?
