What do you mean? The title says:
"ALT attribute value not displayed when image is missing"

It's about displaying the alt text when the image isn't there. It's to fix the fact that isn't not being displayed.  All I did was clarify WHY it wasn't being displayed.  What I'm saying is completely withing reason based on this bugs original title and description.  Nothing I said is being "re-purposed".

It isn't to discus whether or not you think it should be there or not.  If you want to discus that, then you should open a new bug, because that is off topic.  You asked what the purpose would be, I gave a number of purposes.

I have added a new test case to show that the text IS being displayed in the specific case where there is a width and a height.  It SHOULD be displayed at all times.  It was already coded to display it, there's just a bug with how it is displaying it.
