I checked behaviors of IE, Firefox, and Opera.

IE8:
 fieldset and object were listed.  keygen is not supported.

Firefox 3.6:
 fieldset and object were listed.  keygen is not supported.

Opera 10.36:
 fieldset, object, and keygen were listed.

So, the specification looks reasonable and we should fix WebKit behavior.
