webkit-patch upload could notice you didn't edit the ChangeLogs and point out "post"

The only difference between post and upload is the lack of ChangeLog editing step.  Waiting for ChangeLogs to edit is a pain if you're re-posting a patch.  We should consider educating people about "post".
