The test LayoutTests/layer-creation/overflow-scroll-overlap.html is failing LayoutTests on Windows. It's not generating any results, and the platform independent expected results think it should. I'm not sure if this is the correct behavior and we just need to generate some platform specific results, or if Windows is not generating a layer tree when it should be.
