When using a scale factor > 1, scrollbars sometimes appear when not necessary.
You can reproduce this in a nightly build of Safari by:
1) Using Quartz Debug to turn on a user scale factor (try 1.25)
2) Opening Safari
3) Navigating to about:blank
4) Resizing the window
Scrollbars will seemingly randomly appear and disappear as you resize the window.
