To reproduce:

1. Go to http://xkcd.com/
2. Place the mouse over the comic strip
3. Wait for tooltip to appear
4. Move the mouse over the tooltip

The tooltip doesn't disappear when the mouse moves over it. (It does eventually
disappear after a few seconds, but this would have happened even if you hadn't
performed step 4.)

This seems to be a regression caused by r54734, which was fixing bug 16794.
