CG implementation is needed to incorporate compression quality for jpeg in
canvas.toDataURL

HTML5 draft spec says implementation shall support quality parameter in
canvas.toDataURL(type, quality, ...) when the type is image/jpeg. Support for
this is needed by Chromium.
