Provide a software implementation of the ACCELERATED_COMPOSITING layer
rendering path in WebKit via Skia. While it is unlikely that this path will be
enabled for anything other than testing (or a fallback in case of missing h/w
support), it will serve as a stepping stone towards a cross-platform GPU-based
compositor for Chromium.
