webkit-patch upload and/or the style-bot should warn about bad reviewer lines

We have the technology.  It would be more user friendly if we told contributors
earlier on that they had modified the reviewer line (or that it was missing)
and thus the commit-queue would fail.

https://bugs.webkit.org/show_bug.cgi?id=36698#c13 is the latest example of
this.
