You can't do webkitNotifications.createHTMLNotification(<relative url>) in
Chromium, because the implementation immediately stuffs the provided string
into a KURL. Later, the KURL is resolved.
In Chromium, KURL is backed by GURL, which doesn't allow relative URLs, so the
url becomes invalid and resolving it does nothing.
