Konqueror shows borders on the second and not the third (so off if you're 0 or
less, on if you're 1 or more).

Opera matches Internet Explorer's behaviour. 

So we have a tie and in such situations Konqueror traditionally has the casting
vote. ;-)

In the absence of a valid value in frameborder the default value must apply -
so gecko/webkit (and Mario) are correct I think.
