Also listen on ipv6 address when running the httpd for tests

This helps us pass most of the tests that use 'localhost' instead of the IP
address for requests. I say most because I found two tests that still hit a
cross-domain failure, and will still need investigation, but this will improve
the life of those who cannot change their network configuration to remove ipv6
support, or reorder the resolution results.
