HTML and CSS demonstrating layout insconsistancies

While trying to implement a popular technique for png scalable buttons, I noticed that the layout engine was behaving differently for anchors and for buttons.
The attached HTML file demonstrates the bug.  All three <p> should display the same.  

For reference, IE 8 (in this case) displays the page correctly.
